About IADF

The Association is officially called the “International Association of Local and Regional Development Funds in Emerging Countries”. The mission of the Association is:

  • to bring together institutions working in local and regional level development banking in emerging economies for the purpose of facilitating knowledge exchange, and promoting educational and training activities;
  • to strengthen local and regional finance institutions, thereby strengthening the management and financial capacity of local governments; and
  • to help increase the availability of funds for urban infrastructure and regional development.

The Association provides financial advisory services, capacity building services and information sharing. Financial advisory services include:

  • Assisting local financial institutions in financial management;
  • Managing investments for projects and programs;
  • Advising on the creation of new local and regional financial intermediaries for urban development.
  • Helping prepare urban development projects and programs for international financing; and
  • Providing legal and financial advice for matters relating to institutional development, project finance and regulatory issues.

Information sharing and awareness activities include conferences, newsletters and study tours aimed at:

  • Exchanging experience and information on municipal and regional development funds within regions and worldwide;
  • New financing techniques and opportunities to link to local capital markets;
  • Promoting awareness of successful operational tools, systems and managerial practices; and
  • Helping adapt to new market conditions and opportunities.

Capacity building services include training activities aimed at:

  • Improving the financial and operating performance of municipal development funds;
  • Improving the generation of domestic financial resources for urban development;
  • Improving the performance of investment projects and programs; and
  • Working more effectively with local government clients.

The IADF provides the following types of services to its members:

  • A database on municipal and regional development funds;
  • A forum for at least one annual meeting for officials of municipal and regional development funds;
  • Study tours of a regional or global nature to similar institutions in developing and developed economies;
  • A roster of experts, consultants and consulting firms with proven expertise in the areas of specialized banking, investment insurance, municipal bonds, legal and regulatory issues, project supervisions, audits, etc.;
  • Information on new developments in municipal and regional development banking through a periodic newsletter;
  • Best practices papers and other methods of training and information exchange;
