Lubomir A. Ficinski Dunin
Lubomir Antonio Ficinski Dunin was born in Curitiba, Brazil. He began his career in 1963 in engineering and architecture. In 1972-73 he was head of IPPUC (Planning and Research Institute of Curitiba) for two years and held this position again in 1975- 1979. In this capacity Mr. Ficinski was actively involved in the formulation, elabortation and implementation of Curitiba’s urban development project. In 1981 Mr. Ficinski became the director general of the Special Secretariat for Municipal Development (SEDM) of the State of Paraná, and became Secretary of State for the same Secretariat in 1982 through part of 1983. During that period he began an experimental municipal development program (PRAM) which paved the way for the preparation and implementation of the Municipal Action Program (PrAM) financed by the World Bank in 1983. This successful project was duplicated in other Brazil states ( Rio Grande do Sul, Santa Catarina, Minas Gerais and Bahia) and in other countries (Venzuela, Equador, Argentina and Mexico, among others). Mr. Ficinski returned to government as Secretary for Urban Development (SEDU) in 1995 through part of 2002. During that period he designed PARANÁ URBANO, secured funding for the program from the Inter-American Development Bank, and supervised its implementation. During its five years of implementation PARANA URBANO financed nearly 3200 projects of urban infrastructure and public facilities located in 390 municipalities. From 1981 to 1984 Mr. Ficinski was member of the National Advisory Board for Urban Development. From 1965 to 1995 he taught intermittantly at the Federal Univesity of Paraná where he served as assistant and then associate professor of architecture and urban development issues. Mr. Ficinski has thirty nine years experience in independent architecture practice and urban planning, engineering design, contract documents and construction supervision of major public works for public and private sector in the following sectors: industrial buildings, telecommunication buildings, electrical substations, public administration buildings, banks, hotels, office buildings, department stores, landscaping work. 1st prize in National Competition for the Theatre of Campinas (S.Paulo). 2nd prize in National Competitions for the Curitiba´s Stadium and Municipal Market. 2nd prize in the International Competition for the Euro Kursaal Complex in S. Sebastian – Spain. In the urban field, he was responsible for master plans, subdivision projects and feasibility studies mainly for brazilian cities, within and outside Paraná. As private consultant Mr. Ficinski worked with the World Bank, Inter-American Development Bank – IDB, Bureau Central des Etudes et Equipements d´Outre-Mer –BCEOM, Kreditanstalt für Wideraifbau – KFW, Deutsche Gessellschaft für Technische Zusammenarbeit – GTZ, and participated in 25 projects in Argentina, Paraguay, Venezuela, Ecuador, Dominican Republic, Guinea-Bissau, Poland and Romenia, for those agencies. He received the Medal of Urban Transport of Brazil and Poland´s Gold Merit Medal. Mr. Ficinski is also Curitiba´s "Vultus Emeritus" and Parana´s Benemerit Citzen.
